Medicaid and SNAP Updates: What You Need to Know

This week’s newsletter highlights updates to a few state programs to help keep you informed amid ongoing federal changes and their implementation timelines. These changes may present real challenges to day-to-day life, particularly when it comes to health care and food access.

Medicaid

On July 4, 2025, the federal budget reconciliation bill, HR 1, was signed into law. This legislation makes significant changes to Medicaid, the Children’s Health Insurance Program (CHIP), and the Affordable Care Act Marketplace, including a $911 billion reduction in federal Medicaid funding over the next 10 years. These changes will affect how health coverage programs are funded and managed, and they may also impact eligibility, enrollment, benefits, and how health services are delivered.

Beginning in 2027, new federal requirements may require some adult Medicaid recipients to report work, school, or training activities. Many individuals will be exempt, and no one will be required to take action until they receive direct notice from the State. Be sure to update your address, phone number, and email today to avoid missing any important notices. You can do this by visiting abe.illinois.gov or by calling (877) 805-5312.

SNAP

Some SNAP recipients must meet new work requirements as the federal government has expanded the definition of an Able-Bodied Adult Without Dependents (ABAWD). Unless exempt from or already meeting work requirements, some recipients will lose benefits on May 1, 2026.

You can find out if you are considered an ABAWD, check if you are already meeting work requirements, determine if you qualify for an exemption, or access the appropriate form to request an exemption by using the screener tool here.

Those who must meet the new requirements can do so through employment, volunteering, or participation in training or education programs. Resources are available at SNAPWorkRequirements.illinois.gov.

I-CASH

While this state program is not connected to any recent federal changes, the I-CASH Program with the Illinois State Treasurer is worth highlighting, as you may have unclaimed property or missing money waiting for you! Visit icash.illinoistreasurer.gov and follow the steps to see if you have missing money waiting to be claimed.

CSBG Scholarship Program

The Dept. of Family and Support Services is pleased to share that the 2026 CSBG Scholarship Program is now open for applications. This program provides financial support to eligible Chicago residents pursuing college or vocational training.
